From the Mlp realm this is Princess Celestia. She is the teacher to Twilight Sparkle in Laura Fausts version of My Little Pony. The creator of this show also created the powerpuff girls and fosters home for imaginary friends. She currently has turned over Mlp to other creators now as she started a new project that involved batgirl and Wonder Woman.
